ANTI RAGGING COMMITTEE SESSION 2022-23

In order to eradicate ragging, Hon’ble Supreme Court in Civil Appeal No. 887 of 2009, passed the judgement wherein guidelines were issued for setting up of a Central Crisis Hotline and Anti-Ragging database. Any students found indulging / indulged in the act of ragging; may be expelled and his / her admission to the institute may be refused / cancelled. The police shall take cognizance of incidents of ragging, in case it is found that the institute has not discharged its responsibility of preventing the ragging of students.

Aim
It will function as Supervisory and Advisory Committee on matters of taking immediate action for building and preserving a culture of Ragging Free Environment in the COER Campus.
The Anti Ragging Squad will work under the Supervision of Anti Ragging Committee. It will involve in checking places like Classrooms, Laboratory, Library, hostels, sports ground, auditorium surroundings, student centre, staircases, and other places of student congregation, for any incidences of Ragging.
Members of Anti-Ragging Squad will also conduct short meetings to educate the students at large in COER campus about Menace of Ragging and related Punishment Provisions.
Anti Ragging Committee will be mainly involved in designing strategies and action plan for curbing the Menace of Ragging by adopting array of activities.

Objectives of Anti Ragging Squad

Anti Ragging Squad will seek advice from the Anti Ragging Committee and will be working under its guidelines. Anti Ragging Squad will keep a vigil and stop the incidences of Ragging, if any, happening /reported in the places of Student aggregation including, Classrooms, Laboratory, Library, Student Centre, Quick Bite, sports grounds, Hostels etc. The Squad will also spread message among students about the Menace of Ragging and related Punishments thereto. A gamut of positive reinforcement activities will be adopted by Anti- Ragging Squad for orienting students and molding their personality to become civilized engineer.

In pursuance of the above, the Director General, College of Engineering Roorkee (COER) is pleased to approve the Anti Ragging Committee and Anti Ragging Squad to curb ragging in the COER Campus.

SENSITIZATION OF STUDENTS AGAINST RAGGING

Heads of the Department in their respective Department and Wardens in their respective Bhawans shall call a meeting of the Senior Students on the date of registration to sensitize them especially about the following:

1.Ragging of students by senior students and  outsiders in the grab of students, is strictly banned.
2.Senior students should show compassion and sympathy towards their junior students and should not indulge in any act of ragging.
3.Student(s) caught in act of ragging shall be punished with the refusal of admission/ cancellation of the admission / registration and or expulsion from the institute/ hostel.
4.Incidents of ragging shall be reported by the institute authorities, to the Police and a First Information Report shall be lodged with the police. The person indulged in ragging shall be entirely responsible for all consequences.

PROCEDURE FOR FILING FIR

The FIR shall be lodged after the concurrence of the Chairman Anti – Ragging Committee by the Concerned Head of Department / Warden / Anti – Ragging Flying Squad, as the case may be.

The Registrar/ Deputy Registrar shall provide all necessary facilities and cooperation to lodge FIR against the culprit.

All the faculty members, senior students and employees of the institute shall have the collective responsibility in sensitizing the senior students and counseling the fresher’s about their rights as bonafide students of the institute and to help them in preventing the acts of ragging. They shall promptly and without fail report any act of ragging to the authorities as Director General, Director, Registrar, Dy Registrar, Chairman- Anti-Ragging Committee, HODs or Warden verbally and/or in writing.</p.

If it is found that any person having knowledge of ragging has concealed any such information, action may be initiated against the person(s) concerned as per intake regulations and the orders of the Hon’ble Supreme Court.The filing of FIR with the Police will be done in the following cases-

      • Abetment of ragging
      • Criminal conspiracy to rag
      • Unlawful assembly and rioting while ragging
      • Public nuisance created during ragging
      • Violation of decency and morals through ragging
      • Injury top body, causing hurt or grievous hurt
      • Wrongful restraint
      • Wrongful confinement
      • Use of criminal force
      • Assault as well as sexual offences or unnatural offences
      • Extortion
      • Criminal trespass
      • Offences against property
      • Criminal intimidation
      • Attempts to commit any or all of the above mentioned offences against the victim(s)
      • Threat to commit any or all the above mentioned offences against the victim(s)
      • Physical or physiological humiliation
      • All other offences following from the definition of “Ragging”
